Step 1-- Verification of Documents
All initial documents/copies calling for Apostille/attestation from MEA must be first verified by the marked authorities of the State/Union Region from where the file is issued.

For Educational records, The documents should initially be attested by the Education and learning Division/ Personnel Advancement (HRD) of the worried State Government/Union Area. The authentication should be done with the name and also designation seal along with the seal of the Department.
